We have been building for public agencies since 1997, carrying systems across three generations of platform without losing the institutional knowledge inside them. The same team also builds for schools, labs, nonprofits, labor organizations, and private companies; if your work needs software that has to keep working for years, we would like to hear about it.

Public buyers evaluate the vendor before they evaluate the software. These are the questions we are asked first.

Solicitation experience

We have answered public-sector RFPs, RFIs, and sources-sought notices since 1997, and delivered under county and state contracts. We respond as prime and as a subcontractor, and we team with other firms.

Contract vehicles

WA DES Preferred Bidder for software development, quality assurance, and project management, so Washington state agencies can engage us with less process. King County SCS registration for county work.

Accessibility

Built to WCAG 2.1 AA, the standard the ADA Title II rule now requires of state and local government: labeled forms, full keyboard paths, and status that never relies on color alone. Tested with keyboard navigation, screen readers, and contrast tools during development. No third-party VPAT yet; we will say so plainly rather than imply one.

Records and audit trail

Every change attributable, every number traceable to its source, and data exportable in open formats so the record outlives the software.

Continuity across administrations

Our largest public system has been carried across three generations of platform without losing its data or its users. When legislation changes, the forms change with it, without a redevelopment cycle.

Integration with systems of record

Automated exchange with the finance and HR systems agencies already run, including Oracle EBS accounting and PeopleSoft HR, so nothing is keyed twice.

Security practices

What we do, stated plainly

  • Role-based access control with named accounts; no shared logins.
  • Audit trails on every record change, attributable to a user and a time.
  • Encryption in transit (TLS) and at rest on every system we host.
  • Hosting on Microsoft Azure or Amazon Web Services in United States regions, with automated backups and tested restores.
  • Client data is never used to train AI models, and AI tooling in our development process runs on accounts where that exclusion is contractual.

We do not hold SOC 2, FedRAMP, or StateRAMP attestations and will not imply otherwise. Where an engagement requires one, we scope it into the project.

Send the solicitation number and due date to info@meserow.com. A partner replies within one business day with our intent to bid and any clarifying questions. RFIs and sources-sought notices get the same reply.
