Signs every public-sector proposal. Woman-owned business; certified WBE with Washington state (OMWBE) and a King County Small Contractor and Supplier (SCS).
Patrick Escarcega
Chief Technology Officer
Sets the technical direction for every Meserow system: architecture, platform choices, security controls, and the standards the engineering team builds to. Technical lead on PRISMnx, the system of record for King County’s capital construction program, projects, and contracts. Has led engineering teams for 25 years, 15 of them in quantitative finance. At Parametric Portfolio Associates, now part of Morgan Stanley, grew an engineering department from six to thirty people and led a DevOps transformation that enabled 450 releases a year while reducing failed releases from nearly 67% to less than 1%. Joined Meserow from Parametric in 2019, as did most of its senior engineers, and has since led its evolution into an AI-native engineering company, with Claude Code and GitHub Copilot in developers’ daily work under documented standards for security, quality, and oversight.

Principal Engineer — QA & Project Management
Runs quality assurance and project management across active programs, so what ships is tested, on schedule, and understood by the client team. Manages release schedules and acceptance testing with agency staff. Fintech engineering background at Parametric Portfolio Associates.
